Alderman Samuel D. Cunningham, Jr., and his wife Rayeanne are life long residents of Waukegan’s 1st Ward. They have two daughters, Syerra (13) and Samantha (9).

Alderman Cunningham attended Carman-Buckner Elementary, and in 1984 graduated from Waukegan East High School.  He earned a B.A. from Central State University, in Wilberforce, Ohio in 1989, with a double major of Business Administration and Marketing.

Alderman Cunningham has proven to be an effective leader and a strong voice for the citizens of the 1st  Ward. During Cunningham’s first term as Alderman, crime in the 1st Ward community decreased by 17% due to an increase in community policing.  Recognizing the link between criminal activities and irresponsible landlords, Cunningham made sure that Code Enforcement Officers enforced ordinances that help rid our city of abandoned buildings through the demolition process, eliminating drug houses and ridding our community of problem landlords.  Alderman Cunningham ensured appropriated funding so needed repairs were completed for streets and sidewalks in the 1st Ward.    

While overseeing the many neighborhood improvements, Alderman Cunningham also serves on the following committees: Chairman of Insurance Committee, Vice-Chairman of the Judiciary Committee and Member of the Public Works Committee.  Alderman Cunningham is an Elected Precinct Committeeman for Precinct 391 and serves as Sergeant at Arms for Waukegan Township Democrats.

In preparing for the future it is crucial that we have proven leadership in the City Council to represent Waukegan's 1st Ward.  Alderman Cunningham will continue to work with Local, County, State and National leaders to help improve the quality of life in our community.  During his second term Alderman Cunningham's primary focus will be Economic Development and Community Reinvestment, which are areas of critical concerns in the 1st Ward.  Alderman Cunningham plans to work closely with local businesses, entrepreneurs and community organization to develop viable strategies to stimulate economic and community development that will help facilitate the creation of employment and training opportunities for our city.

Alderman Cunningham understands the needs of Waukegan’s 1st Ward community and is committed to making it a safer and prosperous place to live and rear a family.
